James Belushi and Tupac Shakur (in his final role) team up for an inner-city thriller centering around a pair of cops who make money on the side by selling impounded narcotics to drug dealers, whom they then murder. Featured among the ensemble are Dennis Quaid and James Earl Jones. Also on hand is Lela Rochon as a stripper recruited by the cops to find buys for the drugs they confiscate.
