After being appointed the nation's Drug Czar by the President, Judge Robert H. Lewis (Michael Douglas) must deal with his own daughter's heroin addiction. Meanwhile, a wealthy drug baron's wife (Catherine Zeta-Jones) takes over the baron's business upon his arrest in this drama that takes a hard look at the "war" on drugs.
