It is 1989 and the Berlin Wall is about to fall. The world is preparing to better itself and become a safer and more pure place … except at the Theodore Roosevelt Army Base. The soldiers there are only concerned with eating, drinking, and taking and selling drugs. Elwood is the brains of this operation easily outfoxing his superior but his reign is brought to a halt with the introduction of a tough new Sergeant. Elwood retaliates by dating his daughter and thinks he will get his operation back to normal when the temptation of $5 million in stolen arms lands in his lap. It is hard to tell the good guys from the bad ones in this war comedy.
